ANSWER: Aug 19 2009 Dear Jerome, Our 2011 list of countries still selling leaded gasoline is the most up-to-date list and indeed the only list I know of online. See "Countries where Leaded Petrol is Possibly Still Sold for Road Use [List of 6 countries in region, alphabetical and population order] As at 17th June 2011. Total Population Directly Affected: 194,770,689]" According to the United Nations Environment Program (UNEP) Partnership for Cleaner Fuels and Vehicles (PCFV) website, now on The LEAD group site [https://lead.org.au/PCFV/PCFV_Lead_Matrix-SSA_200902.pdf] Kenya phased out leaded gasoline on 1st December 2005 (though the site has been known to contain errors on other country's phase out dates). Unfortunately, apart from trying your luck emailing the International Fuel Quality Center (IFQC) for a confirmation of the actual date in Kenya, the PCFV is really the only source of such information.
