For removal of lead contaminated ceiling dust and insulation installation

ADRA Member Companies all have at least 10 years experience in either ceiling dust removal or insulation installation or both.

ADRA advises that given today’s current fuel prices and where there is relatively easy access to the job the average cost to vacuum a dust-only ceiling space is approximately $10 per m² using WORKCOVER specified HEPA filtered equipment by trained staff. The $10 per m² is for a building of approximately 100m² and smaller might have a larger charge whereas larger would be less per m².

Difficult entry and trussed low pitched roofs, removal of rubble and removal of old insulation, both batts and loose fill would involve extra cost. In cases of small areas, expect there to be a minimum job price.

In response to a letter from The LEAD Group Kevin Keefe, Home Energy Branch, federal Department of the Environment, Water, Heritage and the Arts (DEWHA), stated in August 2009:

"The [Energy Efficient Homes - insulation rebate] Package does not exclude the simple vacuuming up of residual debris, such as dust and leaf litter in the ceiling space. However the maximum assistance under the package is $1,600* for homeowners and $1,000 for landlords/renters..."

[*NB: the rebate was later reduced to $1200 maximum]

As of 19th February 2010 the insulation rebate program has been suspended a replacement program will be introduced from 1st June 2010.

History of ADRA: A group of 12 Sydney and Central Coast ceiling dust removalist contractors decided on 26-8-99 to set up ADRA and planned the first meeting for 5-10-99. The first ADRA-endorsed training course "Competent Person for Ceiling Dust Removal" was run by CTI Consultants on 1-4-2000 and ADRA was incorporated as an association on 17-11-2000. By the time of the AGM on 25-8-2001, there were four paid-up members of ADRA. All ceiling dust removal contractors are welcome. The association has membership rules and a Code of Practice and has produced a flyer for distribution at local Council one-stop shops etc.

Demand Insulation (founded in 1995) removes ceiling dust for several building contractors approved for work in the Sydney Aircraft Noise Insulation Project (SANIP) and has vacuumed over 1,000 buildings of lead contaminated dust using trailer mounted HEPA vacs. They were instrumental in introducing ARA to accepting dust for lead recycling. Demand Insulation provided services to the storm ravaged areas and work closely to EPA and WorkCover guidelines. This contractor has responded to the survey on contractors practices and equipment by the Lead Advisory Service. Demand Insulation is actively involved in and has contributed financially to the development of the Australian Dust Removalists Association (ADRA). On 22nd February 2000, Demand became the first member of ADRA.

Lead Alert was established in 1995 to do ceiling void cleaning and in response to requests through the Global Lead Advice and Support Service they decided also to do clean up after lead/paint contamination. Lead Alert will hire out HEPA filter vacuum cleaning equipment - domestic or industrial, back-pack or trailer-mounted. Will also install polyester insulation batts. Lead Alert is actively involved in and has contributed financially to the development of the Australian Dust Removalists Association (ADRA). Colin Rule, the previous proprietor of Lead Alert has successfully completed the ADRA-endorsed "Competent Person for Cavity Dust Removal Course" run by CTI in April 2000. Lead Alert became the second member of ADRA in October 2000.
